The record of warfare over the past quarter century makes it abundantly clear that sheer military force rarely achieves the vital political objectives its commanders set out to gain. Such force rarely prevails when deeply rooted political conflicts become thoroughly militarized. Preventing war, even when conditions are driving toward war, is eminently possible, and while a war avoided does not mean peace is present, it does become the basic foundation on which peace can be progressively pursued and built.

Ernie Regehr, O.C., is co-founder of Project Ploughshares, one of Canada’s premier peace and security NGOs. He has served as an NGO representative and expert advisor on numerous Government of Canada delegations to multilateral disarmament forums, including Review Conferences of the Nuclear Non-Proliferation Treaty and UN Conferences on Small Arms. He is the author and editor of a number of books and articles.
