P3 Hospitals and the Principles of Medicare

This chapter provides an overview of a P3 hospital model as it has been implemented by Ontario, and assesses the potential effects of this scheme on access to publicly funded hospital services. The focus here is on two related aspects of the P3 model.The first has to do with its impact on the management prerogatives and priorities of the public hospital board. The second concerns the opportunity the model provides for integrating privately funded health care services within the P3 hospital facilities.



Steven Shrybman

Steven Shrybman is a lawyer with the firm Sack, Goldblatt, Mitchell. His practice focuses on international trade and public interest legal issues, including those concerning the environment, health care, human and labour rights, the protection of public services, natural resources policy, and intellectual property rights. Steven Shrybman’s legal opinions concerning the impact of trade law on diverse areas of Canadian policy and law have been widely disseminated. He has been involved in drafting, and working with international NGOs to promote, conventions on cultural diversity and access to water as a human right. He has published extensively both in Canada and internationally on the subject of international trade law.
