Jeremy Shtern argues that in Canada many people practise “policy analysis,” but few have ever thought of this form of analysis as a methodological approach, one driven by certain choices, ethical issues, and resources.
Jeremy Shtern is Assistant Professor in the Department of Communication, University of Ottawa. His research focuses on the conflux of communication policy, globalization, digital technologies, and, increasingly, creative labour in the cultural industries. Amongst various research contributions, Jeremy has co-authored two recent books, Media Divides: Communication Rights and the Right to Communicate in Canada (2010, UBC Press, with Marc Raboy) and Digital Solidarities, Communication Policy and Multi-stakeholder Global Governance (2010, Peter Lang, with Marc Raboy and Normand Landry).
