Culture, whether we think in terms of the visual arts or literature or music, may have its roots in the community but today it finds its audience outside that community – via television, sound recording, film, video and the printed word. If Canadian writers or singers or filmmakers are to survive as creators, they must sell into a market larger than Canada. The same holds true for virtually every other form of creative expression in Canada and indeed everywhere in the world.

James R. Mitchell is a partner in Sussex Circle, an Ottawa policy consulting firm. He began his career as a lecturer in philosophy and later served in the Policy Planning Secretariat in Canada's Department of External Affairs. From 1991-94 he was Assistant Secretary to the Cabinet (Machinery of Government) in the Privy Council Office.
