Chapter 4. “Keep This Up and They’ll Be Pulling You from the Red”

Young People Are Dying to Survive Winnipeg’s Child Welfare System

From: Abolish Social Work (As We Know It)

$1.60

This report examines systemic bias within Manitoba Child and Family Services, linking current surveillance practices to historical state-sanctioned violence against Indigenous and racialized populations. It further critiques data manipulation that obscures apprehension rates while highlighting safety failures regarding youth mortality in care facilities. Ultimately, the text argues that policy reform is insufficient, advocating instead for abolitionist models that prioritize community agency over carceral institutional control.
