In the Conclusion, Philpot reiterates the need for another look at the war in Rwanda. Between 1990 and 1994 the Anglosphere and Europe effectively wrung all decision-making powers out of the Rwandans’ hands, in contrast to the social revolution in 1959 and independence in 1962, during which Rwandans had built a society and a state capable of meeting the needs and aspirations of the Rwandan people. Now, there are risks of a new and brutal scramble for Africa and the development of a new form of colonial domination.
