The Judicial Committee of the Privy Council ruled that the federal power to enact laws for the peace, order and good government of Canada ought to be strictly confined to such matters as are unquestionably of Canadian interest and importance and ought not to trench upon any classes of subjects reserved to provincial jurisdiction.
