This chapter introduces the Strategic Environmental Assessment (SEA)provisions of the Act, including an examination of the strengths and weaknesses of each provision. Their assessment is informed by established scholarship on effective SEA, what they have learned from SEA practice under the Cabinet directive, and the recommendations of the federally appointed Expert Panel for the Review of Environmental Assessment Processes (Expert Panel). The chapter concludes with recommendations to ensure effective implementation of SEA under the IAA.
