Mark Covan is senior general counsel with the Public Prosecution Service of Canada, Atlantic Regional Office, Halifax, and has worked as a federal prosecutor for over nineteen years. He holds a JD and an LLM from Dalhousie University, Halifax. He has extensive trial litigation experience, primarily in the area of narcotics/controlled substances criminal prosecutions, and has acted as counsel for the Crown on several Charter and constitutional law cases. He has appeared before the Supreme Court of Canada, and all levels of trial and appellate courts in Nova Scotia, New Brunswick, and Newfoundland and Labrador. Prior to attending law school, he worked as a seafarer for several years. Mr Covan is a research associate at the Marine & Environmental Law Institute and teaches evidence at the Schulich School of Law, Dalhousie University. He has delivered seminars in the United States, Vietnam, and Europe, most recently in Skopje, Macedonia, on behalf of the Organization for Security and Co-operation in Europe. His research interests are in the areas of offshore jurisdiction, compliance and enforcement, with particular emphasis on ship-source oil pollution, and state enforcement through domestic legislation.
