In this chapter, William K. Carroll looks beyond the immediate regulatory policies and practices placed onto the fossil fuel industry in Canada to examine the political and cultural channels that these same corporate powers have used to shape regulation in the interests of their industry. Focusing on what he calls a “regime of obstruction”, Carroll argues that the regulations and their limits have underwritten the growth and profitability of fossil capital, placing their security over the publics interests despite growing public concerns about climate breakdown.
