IAN GREENE is a Professor Emeritus and Senior Scholar in the School of Public Policy and Administration at York University in Toronto. His most recent book is The Charter of Rights and Freedoms.; DAVID P. SHUGARMAN is a Professor Emeritus and Senior Scholar at York University. His recent publications include chapters, essays and articles on the commission of the inquiry into the sponsorship scandal, public inquiries and democratic accountability.; ROBERT SHEPHERD is a professor at Carleton University and president of the Canadian Association of Programs in Public Administration. Prior to 2007, when Shepherd began his academic career, he gained extensive experience working in the federal public service.
