Statutory Tribunals and the Challenges of Managing Parallel Claims

Argument that Weber’s impact on the jurisdiction of statutory tribunals has been comparatively minor because such tribunals have been less likely than courts to decline jurisdiction on the basis of exclusive arbitral jurisdiction.
Jo-Anne Pickel is a full-time Vice-Chair with the Human Rights Tribunal of Ontario. Prior to her appointment to the Tribunal, she was a partner in a labour law firm where she focused on written advocacy and research in the areas of labour, human rights, constitutional and administrative law. She holds a doctorate in law from the University of Toronto, a Masters of Social Work, and civil law and common law degrees from the Faculty of Law, McGill University. She has taught law at Carleton University and was a Senior Advisor at the National Judicial Institute.
