The Indian Superintendent of B.C., A.W. Vowell was tasked to conduct the investigation into the death of Duncan Sticks. Vowell discredited the student testimonies, putting the blame on them instead. He categorically supressed their complaints to justify the need for residential school and acquitted the Oblates with a mere rap on their knuckles.
