This chapter explains how during the late 1960s Pierre Trudeau continued Canada’s longstanding pattern of backing corporate expansion and Cold War anti-communism abroad. In contrast, Qadhafi’s 1969 revolution in Libya expelled Western bases, nationalized oil, built a unique Jamahiriya system combining social gains and popular participation with repression, pursued nuclear capacity, and used oil power and support for liberation movements to confront Western imperial influence.
