Chapter two shows the beginning of Canada’s thoughts on regulating internet broadcasting. Conservatives were notably against any idea of a "Netflix tax" or tax on internet based streaming platforms. Howard Law shows the early attitudes about regulating "new media" from the late nineties to the early 2000’s and the revived interest as streaming platforms became prominent from 2013-2016. This chapter also introduces the ways in which the newly elected Liberal government of 2017 started the process of formally reviewing the impact foreign streaming services had on Canadian content and its cultural impacts.

As an expert on the fight for Canadian content, Howard spent his career in the labour movement.
