IAN GREENE is a Professor Emeritus and Senior Scholar in the School of Public Policy and Administration at York University in Toronto. His most recent book is The Charter of Rights and Freedoms.; DAVID P. SHUGARMAN is a Professor Emeritus and Senior Scholar at York University. His recent publications include chapters, essays and articles on the commission of the inquiry into the sponsorship scandal, public inquiries and democratic accountability.; NAOMI COUTO teaches in the School of Public Policy and Administration, as well as in the Master’s of Public Policy, Administration and Law program at York University. Her areas of interest include Canadian criminal justice policy, education policy, ethical theory and processes, practices and power.
