Even when labour is divided between the leadership and local labour activists, the community sector sustains alternative imaginaries that can feed productive debates and challenges within unions. A strong, autonomous community sector is not something labour can wish into existence, and indeed the tendency in most provinces has been towards the depoliticization of these organizations due to funding cuts. Imagining ways to rebuild political capacity in community partners, perhaps starting with something like the SPQ’s people’s commission could prove a useful first step.
